Resolved Question: inbound out of customs?

Please can someone explain this to me, what does it mean when the tracking for shipment says Inbound out of customs for packages leaving USA. this is the tracking i get from USPS track and confirm, please understand that this is for an item leaving the USA not arriving. Does this mean that i got scammed by an ebay seller since the item is not leaving American soil.
